- Mash papaya until smooth.
- Add crushed fennel seeds, oat flour, and coconut oil.
- Mix well to form a soft, spoonable dough.
- Drop small dollops onto parchment paper using a spoon.
- Refrigerate 20–25 minutes until they firm into soft melties.
